How a Vietnam Vet Returned to Work

Social Security's Ticket to Work (TTW) Program is an employment support program created by the Ticket to Work and Work Incentives Improvement Act of 1999.  SSI/SSDI beneficiaries receive "tickets" they can use to participate in employment services programs.

 What is an Employment Network?

An Employment Network (EN) is an organization approved by SSA to provide employment services to eligible SSI/SSDI beneficiaries or "ticket holders." ENs are public and private agencies working together to serve ticket holders. ENs  accept "tickets" and provide employment preparation services. ENs offers a variety of services:

  • Job Search Assistance                                 
  • Case Management
  • Supported Employment
  • Transportation Support
  • Skill Assessment
  • Training

One-Stop Career Centers

  •  Create a comprehensive, customer-focused Workforce System.
  •  Are experts in serving specialized populations
  •  Partner with State VR agencies, local organizations and employers.
  • Offer employers additional incentives including tax credits like the Work Opportunity Tax Credit (WOTC).
  • Provide ticket holders with additional assistance like access to transportation, employment counselors, assistive devices and training.

 

DOL-ETA Training and Employment Notice 2007 formalized this commitment by stating:

"The comprehensive nature of the One-Stop Career Center System makes it a natural service provider as an EN. One-Stop Career Centers and LWIBS provide return-to-work services to Social Security beneficiaries with disabilities.  These services enable you to maximize services for your customers with disabilities and better respond to the needs of your business customers."
